WhatsApp or a shared record for group money
This is not really a comparison. WhatsApp is where your community talks, and it should stay that way.
Short answer. WhatsApp is the best place to remind people and the worst place to keep a record: it has no list, no per-month view, and its media expires. Keep the group for conversation and put the record where it can be read as a list.

Using both
- Group: reminders, questions, announcements, conversation.
- Record: payments, receipts, expenses, balance.
- The link to the record pinned in the group.
The media problem
This is the one that catches people. WhatsApp media does not live for ever: phones are replaced, storage is cleared, old images stop opening. A community that has kept its entire payment history as chat screenshots discovers this at exactly the wrong moment.

Do we have to leave the WhatsApp group?
No. The group is an asset. Only the record moves.
